Dr. Billington attended the International Baccalaureate Program at St. Petersburg High School, followed by Cornell University, where she studied Biological Engineering, earning a Master of Engineering degree in Biomedical Engineering. She then attended the University of South Florida's Morsani College of Medicine, where she became the first dual-degree MD and PhD graduate in Medicine and Biomedical Engineering.

She completed a six-year integrated Plastic Surgery Residency at the University of South Florida, serving as a Chief Resident her senior year. She then worked as an Assistant Professor at the Quillen College of Medicine at East Tennessee State University, where she continues on faculty as an Adjunct Professor, teaching medical students and residents.
